No that is not correct.Bit 3 if for a data descriptor which is another thing entirely. It is where the output stream cannot seek so the header cannot be patched.

In that case the true values are stored after the data in a descriptor.The version must be 45 or higher and one or more of the size fields set to FFFFFFFF for the extra data to contain the correct 64 bit lengths - ie Zip64.The lack of extra data is wrong in this case although I havent seen the file in question so cannot verify this is so.
